States Threaten To Defy 'No Child Left Behind'

A rebellion over "No Child Left Behind" has begun, and the starting point is Idaho. Many states say they need emergency relief from the controversial education law's requirements, or a huge number of decent schools will face sanctions. Idaho says it will just ignore the law this year.

Under No Child Left Behind, Idaho is supposed to identify a growing number of schools as failing because they can't get enough students to pass a state test.

$1 Billion That Nobody Wants

Politicians in Washington hardly let a few minutes go by without mentioning how broke the government is. So, it's a little surprising that they've created a stash of more than $1 billion that almost no one wants.

Unused dollar coins have been quietly piling up in Federal Reserve vaults in breathtaking numbers, thanks to a government program that has required their production since 2007.

And even though the neglected mountain of money recently grew past the $1 billion mark, the U.S. Mint will keep making more and more of the coins under a congressional mandate.

The pile of idle coins, which so far cost $300 million to manufacture, could double by the time the program ends in 2016, the Federal Reserve told Congress last year.

A joint inquiry by NPR's Planet Money and Investigations teams found that the coins are the wasteful byproducts of a third, failed congressional effort to get Americans to use one-dollar coins in everyday commerce.

Giffords makes public appearance

(CNN) -- U.S. Rep. Gabrielle Giffords made a public appearance Monday evening in Houston with her astronaut husband at a NASA function, a spokesman said.

The Arizona congresswoman appeared alongside Mark Kelly, who received a Spaceflight Medal during an awards ceremony at Space Center Houston.

"Personally, I was not surprised at all," Giffords' spokesman C.J. Karamargin said. "For us it is clear the congresswoman's physical strength is improving as well as her cognitive and verbal abilities."

Released from the hospital June 15, Giffords continues to recover from a January gunshot wound to the head. Six people were killed and 13 others were wounded, including Giffords, when a gunman opened fire in front of a Safeway grocery store in Tucson, Arizona, on January 8.

Lawmakers Butt Heads In High-Speed Rail Debate

For years, Republicans in Congress have criticized Amtrak, saying the government should end its funding of the passenger rail service. Now, House Transportation Committee Chairman John Mica is taking a different approach: He wants to open the busy Northeast Corridor, where Amtrak gets the bulk of its revenue, to competition. The rail carrier meanwhile is seeking private investment to upgrade service in the Washington-to-Boston corridor to 220 mph. The drawback: It would take them 30 years to meet that goal.
