In an upset victory on Tuesday, Democrat Kathy Hochul won a congressional seat in N.Y.'s 26th district, which has 30,000 more Republicans than Democrats. Hochul beat Republican Jane Corwin after framing the vote as a referendum on the GOP's Medicare reform plan.
